Rosstandard and VNIINMASH issued the «Recommended practice on development of safety analysis report meeting technical regulations of Customs union». CKBA specialists Yu. Tarasiev and S. Dunaevsky are among the authors.

Recommended practice was developed to specify the uniform approach of developers and designers, manufactures and suppliers to develop safety analysis and guideline simplifying to meet the regulations of the Customs union, including:
ТР ТС 010/2011 On machinery safety;
ТР ТС 032/2013 On excess pressure equipment.
Recommended practice is intended also to the participants of economic activities (importers), users, certification bodies and test labs (centers) that take place in procedures of product conformity assessment with the requirements of technical regulations, as well as to state control (supervision) bodies.
Recommended practice states rules for preparation of safety analysis, which confirms the compliance of equipment to the requirements of technical regulations of the Customs union, as well as the rules of formation, description and registration of the separate document — «Safety analysis report», in case when the set of technical documents justifies the safety not fully.
For safety analysis may be used the set of technical documentations or specially developed document — «Safety analysis report», which may be applied by the declarant (manufacturer, seller or person functioning as a foreign manufacturer) for confirmation of compliance with the requirements of technical regulations requirements.
The set of documents confirming safety analysis comprises as follows:
— design documentation (drawings, specifications, calculations and so on);
— operational documentation; — test certificates and/or test protocols;
— analytical information (hazard analysis and/or assessment, analysis of operational reliability and so on).
Safety analysis of excess pressure vessels and apparatus is the confirmation of their strength, integrity, stability and absence of leakage within the designed service life by means of strength and stress calculation and performing interrelated complex of technical requirements.
The set of documents or «Safety analysis report» should have all required information displaying that all needed cares were taken in respect of all existing hazards and risks connecting with the equipment operation meeting the appropriate requirements of technical regulations.
